Indonesia Trade Ministry Launches 2045 Human Capital Blueprint and Trade CorpU to Tackle Global Trade Challenges

JACKTV.NEWS — JAKARTA, September 2, 2026 — Indonesia’s Ministry of Trade has launched two strategic initiatives aimed at strengthening the country’s trade-sector human resources and preparing civil servants to respond to increasingly complex global trade challenges.


The initiatives, the “Blueprint for Trade Human Capital Development Toward Golden Indonesia 2045” and the Trade Corporate University (Trade CorpU), were officially launched at the Ministry of Trade headquarters in Jakarta on Wednesday

Trade Minister Budi Santoso said the development of Indonesia’s trade sector depends heavily on the availability of competent and credible human resources.

He emphasized that civil servants working in the trade sector must continuously receive access to relevant education and training so they can better support the public and strengthen Indonesia’s trade competitiveness amid rapid global changes.

“With the launch of the blueprint and Trade CorpU, the Ministry of Trade can provide trade-related education and training that is aligned with government programs and needs, while continuously strengthening the trade sector,” Budi said.

“Trade policies can only be implemented effectively when they are supported by competent and credible civil servants. Therefore, we need trade-sector human resources capable of responding to future challenges and needs,” he added.

A 20-Year Roadmap Toward 2045

The blueprint serves as a long-term master plan and strategic roadmap for developing Indonesia’s trade-sector human resources over the next two decades.

It is aligned with Indonesia’s 2025–2045 National Long-Term Development Plan (RPJPN) and outlines the transformation of trade-sector human resources through three major phases.

The first phase, 2026–2035, focuses on fundamental transformation and strengthening the human capital development ecosystem.

The second phase, 2036–2040, aims to accelerate competitiveness, innovation and value-added capabilities.

The final phase, 2041–2045, targets global trade leadership and consolidation.

The blueprint contains eight strategic agendas, including strengthening competency frameworks, developing learning architecture, expanding digital learning ecosystems, certification and professional credentials, as well as organizational modernization and Human Capital Excellence.

Trade CorpU as an Integrated Learning Platform

Trade CorpU is designed as one of the key instruments for implementing the human capital blueprint.

The corporate university is based on Minister of Trade Regulation No. 4 of 2025 concerning competency development through an integrated learning system in the trade sector.

Head of the Ministry of Trade’s Human Resources Development Agency (BPSDM), Djatmiko Bris Witjaksono, said Trade CorpU utilizes learning technology, learning recognition mechanisms and an integrated talent management system.

He said the program does not apply a “one-size-fits-all” approach. Instead, learning programs are tailored to the specific needs of each organizational unit.

“Trade CorpU is part of the Ministry of Trade’s priority programs. Preparing the trade sector from upstream to downstream also means preparing the human resources that support it,” Minister Budi said.

At the launch, the minister also presented Niaga Werdhitama Awards to regional governments, financial institutions and universities that have contributed to the development of trade-sector human resources.

The event also included the witnessing of a cooperation agreement signed between the Ministry of Trade’s BPSDM and the Indonesian Chamber of Commerce and Industry (KADIN).

Minister of Administrative and Bureaucratic Reform Rini Widyantini, who attended the event, said the blueprint and Trade CorpU would serve as an important foundation for preparing adaptive trade-sector civil servants capable of responding to future global changes.

“The blueprint provides direction on the competencies and capabilities required of human resources, while Trade CorpU serves as an instrument to meet those needs through an integrated learning system,” Rini said.

The initiatives are expected to strengthen the capacity of Indonesia’s trade-sector workforce and support the country’s long-term ambition to become more competitive and play a greater role in global trade by 2045.
